Famine in Gaza was declared over. Two thirds of people still cannot reliably eat.

The IPC pushed Gaza out of famine classification in December 2025. As of July 2026, 1.4 million people — 67 percent — remain in crisis-level food insecurity or worse.

In August 2025, the IPC — the UN-backed body that classifies food crises — confirmed famine in Gaza for the first time. In December 2025, it announced famine had been pushed back.

The second headline travelled less far than the first, and it was widely read as "the hunger crisis is over." That is not what the classification means, and the gap between those two readings is where people get lost.

What the current classification actually says

As reported by UN News on 23 July 2026, drawing on IPC analysis:

  • 1.4 million people — about 67 per cent of Gaza's population — are in Crisis-level food insecurity or worse (IPC Phase 3 and above).
  • 212,000 people are in Emergency conditions (IPC Phase 4), one step below famine.
  • This is an improvement from 1.6 million people, or 77 per cent, at the end of the previous year.

So the direction of travel is genuinely better. And two out of three people still cannot reliably get enough to eat.

Gaza food insecurity, as classified by the IPC

Reported by UN News on 23 July 2026. The comparison figure is the position at the end of the previous year.

1.4m

in Crisis-level food insecurity or worse (IPC Phase 3+) — 67% of the population

212,000

in Emergency conditions (IPC Phase 4), one step below famine

down from 77%

the share in Phase 3+ at the end of the previous year

What is holding it up

The improvement is not spontaneous. It is what aid delivery produces while it continues. According to a joint statement from FAO, UNICEF and WFP covering May 2026, assistance in that month reached:

  • around 1.5 million people with food parcels
  • around 700,000 people with cash assistance
  • 60 per cent of children under five with nutrition support

Agencies also project that in the coming year 74,000 children will need treatment for acute malnutrition, along with 25,000 pregnant and breastfeeding women requiring nutrition support.

Carl Skau, WFP's Acting Executive Director, put the fragility plainly: "There is progress on food security in Gaza, but it is fragile."

Why this is the story

There is a particular danger in a crisis that improves. Coverage is built around thresholds — famine declared, famine lifted — and attention leaves when the threshold is crossed back. But the classification moved because aid was arriving at scale. If that stops, the same analysis says the gains reverse.

A population that is 67 per cent food-insecure is not a resolved story. It is a story that is being actively held in place, and that can be dropped.
